Updated 15 October 2026. If you send WhatsApp messages from a CRM, an e-commerce store or a support platform, you have probably read that "WhatsApp got more expensive on 1 October". Some of those articles are right, some are not. We checked Meta's own pricing documentation so you can budget on facts rather than rumours.

This guide explains how WhatsApp Business Platform pricing works in 2026, what the October update actually changed, which messages cost nothing, and practical ways to keep your bill under control.

How WhatsApp Business API pricing works

Since 1 July 2025, Meta charges per delivered message rather than per 24-hour conversation. Three principles define the bill:

  • Only template messages are charged. Templates are the pre-approved messages a business uses to start or restart a conversation.
  • The price depends on the template category — Marketing, Utility or Authentication — and on the recipient's country (by phone country code), not on where your business is.
  • Your provider may add its own fee. Meta's rate is the base; your Business Solution Provider (BSP) or CRM vendor can add a platform or per-message markup.

The three template categories

CategoryUsed forPricing notes
MarketingPromotions, offers, newsletters, re-engagementUsually the most expensive; no volume discounts
UtilityOrder confirmations, shipping updates, appointment remindersVolume tiers can lower the rate; free inside an open customer service window
AuthenticationOne-time passwords and login codesVolume tiers can lower the rate

Volume tiers reset monthly and are counted per market and category across all WhatsApp Business Accounts in your business portfolio.

Which messages are free?

According to Meta's pricing documentation (checked on 15 October 2026):

  • Non-template messages are free inside an open customer service window — the 24 hours after a customer messages you. Normal replies, images and documents in that window cost nothing from Meta.
  • Utility templates are free when sent inside an open customer service window.
  • Free entry point windows: when a customer starts the chat from a Click-to-WhatsApp ad or a Facebook Page call-to-action, all messages — including templates — are free for 72 hours.

This is the single most important cost lever: the more conversations customers start, the less you pay.

What actually changed on 1 October 2026

Meta only changes prices at the start of a quarter (1 January, 1 April, 1 July or 1 October). The 1 October 2026 update was a rate-card update for specific markets:

  • Lower utility and authentication rates in Bangladesh, Iraq, Nepal and Sri Lanka.
  • Higher utility and authentication rates in Kazakhstan, Kuwait, Morocco, Oman and Ukraine.
  • A new, higher authentication-international rate in those nine markets.

If none of your customers are in those countries, your Meta rates did not change on 1 October.

What did not change (despite the headlines)

Several blogs report that from 1 October 2026 service replies inside the 24-hour window are no longer free, with a monthly allowance of 1,000 free service messages per phone number. Meta's official pricing page does not describe this change. As of 15 October 2026 it still states that non-template messages are free within an open customer service window.

What could explain the confusion: some providers changed their own fees, and some articles mixed up different announcements. Before you change your support workflow, check two things: Meta's current pricing page and your provider's invoice. If your bill for service replies went up, it is most likely your provider's fee, not Meta's.

Other 2026 changes worth knowing

  • Max price for marketing messages. Through the Marketing Messages API, businesses can now set a maximum price per delivered marketing message; Meta charges that price or less.
  • AI provider policy. Meta's Business Solution terms no longer allow general-purpose AI assistants — where the AI itself is the main product — to run on the WhatsApp Business Platform. Business-specific AI that serves your own customers (support, order tracking, bookings, lead qualification) is still allowed.
  • Local currency billing expanded during 2026, including India and Brazil.

What does a marketing message cost?

Rates differ widely by recipient country. Third-party rate tables published in October 2026 list marketing messages at roughly 1 US cent in Türkiye and India and several times that in Western European markets such as Germany and the Netherlands. Always use Meta's official rate card for your markets and add your provider's fee.

A quick budget example

Suppose an online store with customers in one market sends, per month:

  • 10,000 marketing messages → charged at the marketing rate.
  • 8,000 order and shipping updates → charged at the utility rate, unless sent while a customer service window is open.
  • 15,000 support replies → free from Meta inside the customer service window.

In this example almost the entire Meta bill comes from marketing templates. Cutting untargeted broadcasts and sending updates while windows are open usually saves more than switching providers.

Seven ways to lower your WhatsApp API costs

  1. Let customers start the chat. Click-to-WhatsApp ads and website buttons open free windows.
  2. Use the right category. Do not send order updates as marketing templates — Meta can recategorise them, and marketing costs more.
  3. Send utility messages inside open windows whenever possible.
  4. Segment marketing lists by purchase history and engagement instead of broadcasting to everyone.
  5. Set a max price on marketing messages where available.
  6. Check your provider's markup separately from Meta's rate.
  7. Measure revenue per message in your CRM, not just delivery and read rates.

WhatsApp and your CRM

Most of these savings depend on your CRM knowing whether a customer service window is open, which category a message belongs to and what each campaign earned. A CRM with a proper WhatsApp integration does this automatically: it routes replies inside free windows, sends updates as utility templates and attributes sales to each campaign. Frequently asked questions

Is the WhatsApp Business API free?

Partly. Replies inside the 24-hour customer service window and all messages in a 72-hour free entry point window are free from Meta. Template messages outside these windows are charged per delivered message.

Did WhatsApp start charging for service messages in October 2026?

Meta's official pricing page, checked on 15 October 2026, does not say so: non-template messages remain free inside an open customer service window. Check your provider's invoice for any separate fees.

Who pays — the sender's country or the recipient's?

The recipient's. Meta prices each message by the recipient's phone country code.

How often does Meta change WhatsApp prices?

Only at the start of a quarter: 1 January, 1 April, 1 July and 1 October.

Can I still use an AI chatbot on WhatsApp?

Yes, if it serves your own business — customer support, orders, bookings or lead qualification. General-purpose AI assistants offered as the main product are no longer allowed on the platform.
